DESCRIPTION:Hundreds of communities across the US have passed or are considering data center moratoriums—temporary pauses on facility construction\, approvals\, or operation—but once that pause is in place\, what happens next?  \nThis 90-minute workshop explores policy tools and organizing strategies to build permanent protections against the data center buildout\, so moratoriums generate momentum toward lasting change. We will feature case studies from local organizers discussing different post-moratorium models\, review policy approaches for varying political environments\, highlight strategies to counter industry retaliation\, and hold breakout discussions for participants to workshop their specific challenges and questions. \nThe workshop is co-hosted by the Data Center Working Group\, AI Now Institute\, Anthropocene Alliance\, Athena\, the Better Data Center Project\, Fair Shake Environmental Legal Services\, Free Press\, Halt the Harm\, Kairos Fellows\, Local Progress\, MediaJustice\, North Carolina Environmental Justice Network\, and TechTonic Justice. \nWho is this session for? Using data from the Center for Climate Change Communication\, speaker Andy Escobar will break down who Americans trust for information\, how to make your advocacy efforts more effective\, how to build community power\, and which outreach strategies are most impactful. \nAndy Escobar (he/they | el/elle) has been with the Coalition for Environment\, Equity\, and Resilience (CEER) since 2021 and currently works as Campaigns Manager. He was born/raised in Houston on the Jones Road Ground Water Plume Superfund Site in a working-class Tejano family. They became a First Generation college graduate from The University of Texas at Austin with three bachelor’s degrees and three certificates. He holds over ten years of facilitation and community organizing experience across progressive movements. They helped to co-create the first ever Harris County Climate Justice Plan.

DESCRIPTION:When any new development comes to town\, communities should have access to relevant information\, including potential benefits\, potential concerns\, impacts to local infrastructure\, and more. Unfortunately\, many proposed data centers use non-disclosure agreements (NDAs) and other secretive tactics to limit public knowledge of data center development. NDAs are legally binding agreements signed by public officials that prohibit them from disclosing any information about a project until it is announced\, including financial incentives or power or water use–-many communities don’t even know the name of the company that will be using the data center when it’s complete.

DESCRIPTION:Tucker United is a grassroots coalition formed in 2025 after the discovery of plans for a massive gas- and diesel-fueled power plant to be located within 2 miles of their community to power a 10\,000-acre data center complex\, and the passage of West Virginia House Bill 2014. An unconstitutional piece of legislation that strips counties of their right to pass zoning ordinances for this type of industry\, directs 70% of the generated tax revenue away from the host county\, and shields vital information about these projects from the public. \nFor the past year\, they have been organizing and advocating for transparency\, proper safety rails for their community’s health\, economy\, and environment\, and their right to have a say in what is built in their backyard. \nIn this session\, we will hear from Executive Director Amy Margolies and Community Organizer Shaena Crossland\, two of the founders of Tucker United. Amy and Shaena will go over the basics of their organizing efforts and discuss what worked and what didn’t in their community. \nGet first-hand experience on the ups and downs of organizing your community against big tech and bad legislation. \nWe will provide time for questions and discussion! \nSpeaker Information:\nShaena Crossland is a born West Virginian and resides in Thomas with her husband and daughter.
